David D. Lisitza

David Lisitza is Senior Litigation Counsel in the Appellate Division of the Securities and Exchange Commission's Office of General Counsel.
He develops national regulatory and policy analysis, manages regulatory rulemaking and litigation teams, writes and supervises appellate and trial briefs, cooperates across divisions as well as between agencies, and communicates with senior stakeholders.
His areas of expertise in securities law include broker-dealer regulation, appeals and oral argument, the Administrative Procedure Act's application to the SEC, crypto/digital assets as a member of the SEC's FinHub, relief issues, and insider trading.
Honors include the Chairman's Award for Excellence (2017 and 2021), and the Law and Policy Award (2019).
David clerked for Judge Frank H. Easterbrook of the United States Court of Appeals for the Seventh Circuit. He also worked in Mayer Brown’s Supreme Court and Appellate Practice group, and as an associate with Gibson Dunn.
David received his J.D. with honors from the University of
Chicago. He also received his B.A. with honors from the University of Chicago.
